Why it happens

PDFs store text line by line as it was printed, so each line carries a hard break. Emails wrapped at 72 characters do the same.

Fastest fix

Paste the text into Remove Line Breaks and leave it on Remove, but keep paragraphs. Lines are joined, blank-line paragraph breaks survive, and words split with a hyphen are re-joined.

In Word

Open Find and Replace, search for ^p and replace with a space. To protect paragraphs, first replace ^p^p with a placeholder such as ##, then swap it back afterwards.

In Google Docs

Find and replace with 'Use regular expressions' ticked: search \n and replace with a space.

What about copying from a scanned PDF?
